That would depend on what type of vehicle it is on and where trhe tire is located (front or back)
The vehicle will have e the recommended pressure listed in the owners manual and on a label that is normally in the driver door jamb.

No you can not. say for example 265 70 R16 the height of the tire from the rim to outside of tire is 70% of the 265. you can use a calculator to find what size of tire you can use other wise your speedometer will be out
it will fit but the tire is wider and is taller in diameter. Your speedometer will be off.
