There are so many titles for the tasks involved in filmmaking -- documentary or other -- that a person could be assigned most any title. Smart film producers -- usually assigned to funding and paying the bills -- assign titles to people qualified to deliver the results expected of the title.

The term 'documentary filmmaker' is most probably an earned title, given a body of work. For example, you could call Ken Burns a 'documentary filmmaker' of sorts.

A budding storyteller who has chosen to tell non-fiction stories on film could choose any appropriate title, depending on the tasks the storyteller performs.
