There is no cost for a volunteer because a volunteer does it for nothing. They volunteer for what ever it is.
The cost, to the agency, is in the recruitment, screening including paying for criminal background checks (this is sometime paid by the volunteer), training and management of volunteers. The cost to the volunteer may be in travel and the opportunity cost of whatever else they might be doing. There are also enormous benefits.

If you earn money from volunteering, there is no point being a volunteer. It mind as well be your job. Volunteering is to help out for free, without any cost. If the person wants to pay you in return for your work, so be it. Usually, though, volunteers are not paid.
They repossess it anyway and you could be responsible for the repair cost, depending on the lease contract.
