It depends entirely on what car, what size block, what capacity and age. It can vary completely from less that £200 to well into the thousands of pounds.
You can either buy a new, complete engine, or second hand, or rebuilt.
You can also buy, what is known as a 'Short Engine'. This is the main block, crank, pistons and cam shaft, but missing all the manifolds, heads and ignition. You swap these over from your old engine.

if you mean you ran out of oil and your engine seized, then no... you'll need to buy a new engine block. It will be expensive and it will cost a lot in labor too.

it depends on if the rod went thew the block if it did you will have to buy a new block and rebuild it from the block up but if u just locked it up you will have to buy a top end kit and with the possibility u may have to bore or hone the cylinder out
