Remove the tail light cover in the cargo compartment. Remove the wiring harness. Remove the blinker retaining screws. Reverse the process to install the new blinker.
You remove the headlight to gain access to the back of the blinker housing, you can reach into the back of it and pull out the light and cable it's attached to. It's a pain.

by blinker I assume you mean turning signal. The fuse is located under the dash board, driver side. It's a little black fuse box, the cover of the box should tell you what fuse is for what.

if the bad blinker is the small, rectangular one in the gray bumper, all you need to do is get a Phillip's head screwdriver, remove both screws from the front blinker, remove the orange plastic cover, and then the bulb actually pops out itself with a quick wiggle. easy as pie, and the replacement bulb is quite cheap as well.
