On a 2007 Dodge Charger, the blinker fuse is located in the fuse box under the dashboard on the driver's side. To access it, remove the cover of the fuse box, which is typically found to the left of the steering column. Look for the fuse labeled "Turn Signal" or "Blinker" in the diagram on the cover or inside the fuse box. If the fuse is blown, replace it with one of the same amperage.
You may be able to find a used 2007 Dodge Charger at your local Dodge dealership. However because it is an older car you may have more luck finding the car in a private sale.
It should be under the windshield, just above the hood on the drivers side.

You could probably find one pretty cheap because they didn't make the Charger in 2004
