The 2006 (re)definition of a planet includes three criteria - 1) it is in orbit around the Sun, 2) it's achieved hydrostatic equilibrium (characterized by sufficient mass to have a rounded shape), 3) it has cleared the area around it orbit.

Under this last criteria, Pluto, formerly considered a planet, is now classified as a dwarf planet as it has only cleared a tiny fraction of its orbit.

If one assumes the criteria for the "quality" of object x is quanitifiable, then the quality would indeed be absolute. In other words, there would be nothing whatsoever "relative" about the level of quality of object x. If one assumes the criteria for the "quality" of object x is something "unquantifiable," then likely the "it's relative" phrase would be thrown around to describe its intrinsic dependence upon the observer as to the "level" of "quality. I put "level" in quotes the time prior to this one, in order to emphasize the questionable relevance of the concept under this scenario.
