I can't speak for the 1990, but on my 1989 it's on the passenger side near the rear axle strapped to the underside of the frame, it's a large cylinder (about 3" diameter) and pretty easy to spot and remove.

I have a 1990 gmc Vandura 2500, i use this http://info.automotix.net sometimes other then that i go the junk yard. I went out and bought a used 1990 gmc v-2500 just like mine that had some of the stuff in it for 1,000$ not bad i was able to scrap it without having to hunt down parts. Hope it helps
