That engine uses 7/16 coarse thread bolts.
Oiled with engine oil, the torque setting is 80 ft-lbs according to page 6B-40 of the factory 1968 service manual [same engine as '69].
The torqueing pattern [page 6B-11 of the 1968 manual] is upper center bolt first, then lower center bolt, then upper & lower bolts on your right as you face the engine from its side, then just left of center, then left end, then right end. Upper bolt, then lower, of each pair. It is common practice to attain the final torque in 3 steps, such as 50, 70, 80; then go over all again at 80 to ensure that all are perfect.

Cylinder Head Torque
The 1991 Cutlass Cierra came standard with a 4 cylinder engine. This would require 4 spark plugs to tune up the engine.
On a 1999 Olds Cutlass, the water pump is located in the engine compartment under the hood. It is on the motor on the passenger side of the vehicle.

No it was not if your reffering to the oldsmobile cutlass 442 then that stands for, 4 barrel carb, 4 speed, and Dual exhaust.

I've had problems with the Intake Manafold and also with the spark plug towers burning out setting off the check engine light. I know there are more but this is just my personal experience with my 1999 cutlass.
If you have whats known as a TBI engine, the filter is clamped to the cylinder head, at the left rear of the engine. If its a multi port then its on the rear crossmember or the frame rail.
