In 1927, Jesuit priest Georges LeMaitre first proposed the idea of an expanding Universe as both (1) a solution of the equations of general relaitivity that actually described our Universe and (2) and explanation of red shift in nebulae. He continued to revise his ideas, and by 1931 they basically could be described as the Big Bang Hypothesis.
