Just depends on how the owner of the car wants the car to look. Some owners take it off because it makes the car look nicer with no emblems and some like it. no is just civics are popular street racing cars so people buy part that are missing the emblem and steal it from you

I have never worked on a 1998 Civic but I have worked on a lot of Hondas. I have worked on 88,90,91,92,93 and a 95 Civics. the pcv are right under intakes.
i am not sure on newer hondas, but on 92-95 Honda civics there are 2 buttons. one on the left and one on the right side of the center of the wheel. not directly in the center like most cars
