A politician? Seriously people answer questions with another question for many reasons and so there is no single definition to fit all situations.
The person to whom you are asking the question may need more information before giving an answer. The person may need time to think. They made need information about the context of the question. They may not want to answer the question and want to confuse the questioner. The questioner may not have phrased the the question clearly enough for the person asked to answer definitively.
