A lock in the normal sense of the word would certainly be a security device, as would automatic alarms for banks, fires, etc. I have never heard the term Risk-Bearing device but this might be applied to safety devices to shut off fuel flow to main engines on aircraft or ships, somewhat attenuating fire risks, but not totally preventing the hazard. I have never heard this term used ( risk-bearing) Safety devices, there are many. Dead Man clutch ( let go and it cuts off power and on goes the emergency brake) is used on much railroad equipment. safety catches on guns, and yes, some cameras to prevent inadvertent firing.
