Iraq's dictator, Saddam Hussein was overthrown by invading foreign troupes and Iraq is now a new democracy, it has an elected government and is no longer a Dictatorship.
In general dictators are a law unto themselves and therefore a dictatorship does not have a term. The dictator stays in and hangs on to power for as long as he/she can and tries to hand on power to their children or family (eg Castro in Cuba and N. Korea's Kim Il-sung and Kim Jong-il).
Dictators were appointed for a term of 6 months.

No. The leaders of Iraq are actually elected - although the elections are still somewhat flawed. Dictators stay in power as long as they want - or until they get assassinated or are removed by a coup d'état. The current government of Iraq is still subject to removal if they lose an election.

However, as the name of an independent or quasi-independent region, it only gained the name Iraq in 1919, when it was designated as the British Mandate for Iraq.
The Dictators was created in 1973.
