"It has to be done immediately" means the same as "It must be done immediately" or "It is necessary that it should be done immediately". On the other hand "It was to be done immediately" means the same as "It should have been done immediately." or "It was supposed to have been done immediately". Either way, the time at which the act was supposed to have been done has passed. It was supposed to have been done immediately after some other event, but it wasn't. So, you might say, "What! the alarm is not turned on? I told you to do that five minutes ago. It was to be done immediately. And now it's too late."
