They are the conditional forms of "will" and "can" respectively. You might say "I will buy you a mink coat", which is unconditional, but "If I had the money, I would buy you a mink coat." is conditional. Likewise, you might say, "I can open this valve with this wrench", which is unconditional, but "If I had a wrench I could open this valve" is conditional.
"Will/would" have to do with intention, "can/could" with ability or capacity.
