Trim and drive train options mostly. Bel Air was the top of the model line. 210 is the middle, followed by the 150. Things like carpeted interiors, extra chrome trim pieces, courtesy options and such were standard in the top line models with some available in the 210 while the econo 150 only came with plain Jane upholstery and a rubber mat lined floor. Also hardtops (pillarless) and convertibles were exclusive to the Bel Air line. Drive train options like V8 and automatic transmission were available in the Bel Air and 210, while the 150 was limited to a 6 cylinder and standard shift.
