In order to get a guest number you will need to either just contact them directly or send them a save the date invitation that includes an RSVP card. Generally a save the date invitation does not include an RSVP, but in this case I think you could use it with an explanation that you need numbers in order to make plans. I think your family and friends will understand given the circumstances.
