A cyst is a closed sack or bladder-like structure that is not a normal part of the tissue where it is found. Cysts usually contain a gaseous, liquid, or semisolid substance.

Tumors are a solid growth of tissue or mass (as opposed to a sack filled with something else)

May have similar appearance on the skin, but both can exist throughout the human body. Tumor denotes abnormal growth. Cyst denotes substance accumulation.

Tumors can be benign or malignant. Cysts usually contain a gaseous, liquid, or semisolid substance. Tumors can induce cysts, but not the other way around. And cysts are generally easier to manage than tumors.

A cyst is a hollow ball of cells with fluid inside. It's usually not a problem. A tumor is a growth of cells; it may be benign (it won't grow any more), or malignant ... it doesn't know how to stop. An excisional biopsy will let you know which.
