A valence issue is a broad issue that the candidates take a stand on to make people like them. Like saying "I believe in freedom" without going into any detail.

A political issue is a more specific issue in which many candidates from different parties disagree about. If one candidate took a stand for higher taxes and the other candidate took a stand for lower taxes.
