These are sales terms. A cold call is calling a potential client that you do not know, have not been introduced to, etc... a warm call could be anything from calling a potential client who is a relative, friend, colleague, etc... could also be someone who you've been introduced or referred to.

The main difference is that warm calls are more likely to hear you out, because of a pre-existing relationship.
