Both terms are acceptable and anybody in a shop will know what your talking about. An automotive scanner is really called a "Scan Tool" and this tool connects to the cars computer and can access stored codes, clear codes, look and display instant data stream from the cars various inputs, perform special functions such as activate headlights. A code reader can just display a code and does not show any data which may pertain to the code.
Both terms apply to the same device. There isn't a difference.
