Because of many different things, but here is the short version: 1. There aren't as many people in the countries as there are in the schools of the city. 2. They have certain school regulations that are particularly the same as the city school regulations and they have to match it the best as they can. 3. It all depends on where you live, who your teachers are, etc. Meaning that the teachers will teach you in such a fashion that they are allowed, and if you live in a high populated area, you will have stricter rules, and less strict rules in less populated areas. That's all I know. 4. Budgets are higher at city schools than at county schools.

A city girl is all in a bag of chips with all her "coolness" but a village girl is not all in a bag of chips. A village girl is happy with her simple life but to a village girl, city life is realley hard and a city girl is used to her "cool" life but village life to a city girl is really hard.
Almost nothing. But a citizen is man of a town, city, village, etc. A freeman may or may not even live in a town, city, village, etc. He may always be moving.

An empire is a large political entity consisting of different territories, nations, and peoples, usually ruled by a single authority or monarch. A city-state, on the other hand, is a sovereign state consisting of a city and its surrounding territory, often with its own government and independence. City-states are generally smaller and more localized compared to empires.
a city state does not have an emperor the difference between a city-state and an empire is that a city-state does not have an emperor
A district typically refers to a larger geographic area that encompasses multiple towns or neighborhoods, while a town is a specific populated area with its own local government. Towns are typically smaller in size and population compared to districts.
in general terms a town is smaller that a city, but larger than a village and has some powers of local government and fixed boundries. A city is usually the seat of a Bishop and the dignity of the title has been conferred by the Crown
