One obvious difference is that copper(II) hydroxide exists and is a well known compound whereas copper(I) hydroxide has never been synthesised.

The main difference would be in the charge on the copper atom. In copper(I) hydroxide the copper atom would be present as Cu+. In copper(II) hydroxide copper is present as Cu2+ .The pale blue solid can be prepared by adding base to a copper(II) salt. It is not a stable compound, it readily forms copper(II) oxide.
