All blogs were originally dofollow. That means that when Google scans your page, it would scan all the outgoing links and "follow" that link and give it credit as a reputable website.
Spammers took advantage of this and started leaving spam comments using bots to make there spam websites seems creditable. Because of this, Google wants everybody to have there blog set to "nofollow" which means that when Google scans your blog, they will not follow any of the links in the blog comments.
People who leave REAL comments on blogs get pissed because Google does not follow there links and give them credit. So some brave bloggers change there blogs to "Dofollow" so they will get more blog comments from people who want a more credible backlink to there site.
