File Server hosts data that can be accessed by Users according to the permissions specified. Where as Terminal Server is the machine that enables usage of Machine simultaneously by many users through remote terminal protocols running on Clients.
File Server provides Central Storage where Terminal Server provides ease of Administration in Desktop Support.
