Both are a state of mind. To have 'little hope' is to hold the belief that the expectation or desire for something is unlikely to come to fruition. To be 'full of resolution' is to be determined to make it happen in spite of the odds against it, despite the fact that there's little hope.

In cases where the outcome depends on your own actions, when there is little hope of success, you can decide that you will succeed and take every action toward that goal, you are full of resolution.
