Dictators can do what ever they want while kings have a counsel to make laws and they use the courts.
The difference is back then they were grouchier and made the stupidest demands.
The difference is subtle because both kings and dictators have absolute and complete power (although this is not always the case). Kings, supposedly, have some legitimate claim to the power, either because of a religious anointing, or because they descendants of the previous kings. Dictators on the other hand took their power by force and have no legitimate grounds to the power, other than they have greater strength than their adversaries. In many cases Kings were seen as being appointed by God.
Vagabonds are basically hobos. Kings are... royal.
It depends there are Prime Ministers, Kings, Dictators, and Presidents.

A Defense Minister, as with ALL staff working for the Emperor, are advisers to the Emperor. The Emperor (as with Presidents, Kings, Dictators, Chairmen, etc.) will make the final decisions...but a "smart" leader surrounds himself with "wise men."
Cincinnatus was admired for his lack of ambition unlike other Dictators.
Peopel though Pharaohs were gods
This is easy because most dictators were military leaders because they made a difference in the war, like hitler.
Popes are the head of the Catholic Church and chosen by the church. Kings are people who inherit the crown through family members.
the vassals are the kings slaves and the serfs are like a nun and monks
