Ladders depending on their size can hold two firefighters or more at the top and spray water from the mounted nozzel. Engines or pumpers carry hose, tools and pump water. The engine can also carry ladders, but they are set up by the fire fighters and can be carried around.

You want ladders that will not conduct electricity. Aluminum ladders are not a good idea. Fiberglass ladders are best for working around power cables.

Are you talking the busiest in a certain city, or the entire nation? The best way to research the busiest fire companies is by searching through "firehouse" magazine run totals.
