They're called mercenaries.
Rome recalled the legions towards the end of its power. Rome was crumbling from within, and was in open civil war. There was economic trouble, domestic dissent of a revolutionary nature, and a series of weak and unpopular leaders who were unable to reverse Rome's decline. The Legions were recalled from all the corners of the empire, in an attempt to stem the tide. Unfortunately, since Rome's population had also been in decline for generations, many of the soldiers that came back were German mercenaries, who sacked and burned Rome in 455 AD.

You had to be a Roman citizen to join the Roman legions. The non-Romans from theprovincesof the empire fought as allies in auxiliary troops which supported the legions and provided the bulk of the cavalry. When needed, the Romansalsohired mercenaries.
A legionary is a full time soldier and a citizen from Rome. An auxiliary is someone called in when the army needs more troops, an auxiliary is not from Rome. The difference between an auxiliary and a legionary is counterparts in equipment, training and fighting.
A mercenary is a soldier, hired to serve in a foreign army, usually for money and a bounty hunter is someone who captures criminals for money.
Besides the legions, whose soldiers were Roman citizens, the Romans had auxiliary troops. These were soldiers supplied by the non-Romans of the provinces of the empire, which supported the legions. They supplied the bulk of the cavalry. The Romans also enlisted Germanic peoples who had been allowed to settle in northern Gaul or lived across the frontier of the empire as allies who also supported the legions. When necessary, the Romans also hired mercenaries.

The ancient Roman republic's legions were primarily infantry troops who had a large stake in defeating Carthage because they were land owners. As land owners they had a clear stake in preserving their wealth and defeating foreign threats. As mentioned earlier, the Roman military had developed a superior infantry formation called "legions". The legions were well disciplined soldiers who had a regular set of maneuvers that helped increase their chances in battles. The land forces of Carthage were not as powerful as their naval forces. The armies of Carthage were mercenaries with no particular loyalty to Carthage other than the monies Carthage paid them.
