OSI was made by ISO (international standards organization) in 1970s while, DoD was used by only the US govt.'s Department of Defense thus DoD model. DoD was primitive and had problems with it and was not in too much detail, so when it was available to public market, the ISO revised it and add more details and layers. Due to that it made it more specified.
