In photo electric effect,

In photo voltaic effect,

  • When light(photon) Strikes on the one plate, electron in outershell of atom is go up to new energy level by absorbing the light. So no charge carriers move.Therefore no current.

No, the compton effect is the apparent change in frequency of EM waves after they are passed from a crystal lattice whereas the photoelectric effect is the emission of electrons by metal surfaces when EM radiation is shone upon them. Certainly the two processes are not the reverse of each other.
