Within a university there are departments, and within a department there are schools. If a university has a department of Biology then that department will have full control over the curriculum for it's students and will only need approval from the university. If a university has a school of biology it will usually be under another department, such as department of arts and sciences. This means that the biology curriculum will be subject to the department of arts and sciences regulations. For instance the school of biology will suggest the biological and science requirements for its students but because it is under the department of arts and sciences the students will still have to take a foreign language.
Despite a program being under a 'school' or 'department', there are typically no major differences in overall education between universities, loosely speaking.
