"Security" personnel are typically civilians, employed by private companies, who are NOT sworn law enforcement and who have NO powers to enforce any laws. They typically enforce the rules and regulations of their employers and provide security and safety to the properties to which they are assigned.

"Policing" means to keep the peace, prevent lawbreaking, keep people calm and under control.

"Law Enforcement" means to actually apply a law, arrest someone for something they have already done.

It's a fine line, but basically you police a neighbourhood to prevent crime, you do law enforcement against law breakers.
