Anytime you see a yellow line on the road it means that the two lanes are for driving in opposite directions; a white line always means the two lanes being divided are for traffic moving in the same direction; broken lines on the road, regardless of the color mean it is ok and legal to pass another vehicle by moving into the other lane, passing the vehicle, and then returning to your original lane.

The yellow lines refer to parking controls on UK roads. When double yellow lines are in force, you can't. (note that double yellow lines are not always operational at all times. The restriction prevents parking on or adjacent to double yellow lines. There is no mention in the regulations about which side of the yellow lines and therefore they are effective for vehicles parked on pavements or verges. It would be the difference between the two darker lines, or index lines, and then divide the space in between with your difference.
