Test in my field (psychology) usually means tools, materials, or protocols used for testing a hypothesis. Testing on the other hand is using a test material to evaluate or assess some construct such as IQ, personality structure, level of depression, etc.

So, one may say, "Administer WJ-III Tests of Cognitive Abilities for testing the student's information processing problems." Testing in this context is an evaluation or assessment of the student's cognitive ability; test in this context is WJ-III Cog testing material.

I'd like different opinion.
