You can paste in different ways, using the mouse, the keyboard or the menu options. So you have the option of showing more paste options if you want, and you would do this by using Paste Special.
The basic Paste command in Excel pastes all values, formulas, validations, formatting, and other attributes into the cell. With Paste Special, you can select which attributes to paste. For example, you can paste just the value of the copied cell or just the validations, or just the formatting, etc.
If you are referring to Paste Special, it gives you a wider range of options of how to paste after doing a copy. For example, you can paste just the values, rather than formulas. You can paste formatting only. You can transpose the data, switching it from columns to rows, or rows to columns. You can do calculations, by pasting a number onto other cells and then doing a divide, multiply and or subtract. So there are lots of "special" things you can do instead of an ordinary paste. In the Format options, Special refers to being able to apply particular styles of formatting, such as for zip codes.

The difference between cut and paste is when you cut something it can only work when something that is typed isn't permanent or non-removable. It will then erase and copy what you want to cut. Paste just places what you copied to where you want to place it.
