The biggest difference between them is the TIME and WAR. For the Viet Minh it's 1946-1954 against the French. For the VC it's 1960-1975 against the US. Other differences: 1. The Viet Minh encompassed all Vietnamese personnel & consisted of conventional and un-conventional troops. 2. The VC were virtually Southerners (existing only in South Vietnam) and were nearly strictly an un-conventional force. Bottom line: The Viet Minh were like the NVA & VC combined. The VC were separate from the NVA forces.
The VC might be construed to be the offspring of the Viet Minh; the VM were communist Vietnamese (or at least backed by communists), and the VC were communists living in South Vietnam...so there very well might be an ancestral connection between those two organizations.
However, don't confuse either of those two military forces with the NVA. As the VM existed before there was a North Vietnam; and the VC were from South Vietnam. And secondly, neither the VM nor the VC were regular army units from an established country (such as North Vietnam).
Although both wore the "black pajamas" they were created for different purposes. The Vietminh was the revolutionary army operating in Vietnam when it was under the French flag, and their organization and tactics were conventional. After Vietnam was divided into North and South, the Vietcong were a guerrilla force operating in South Vietnam, and they used unconventional warfare. During the Tet Offensive the Vietcong came out of hiding and even struck at the US Embassy in Saigon, but they were badly mauled. They proved much more effective as guerillas, and the North Vietnamese Army was the logical successor to the Vietminh in terms of conventional warfare.
Vietminh refers to the North Vietnamese and the Vietcong were mostly South Vietnamese whose loyalty was with North Vietnam.
The Vietminh were Vietnamese. The NVA were NORTH Vietamese; that's why there's an "N" in front of the letters "VA"..."N"VA...NORTH Vietnamese Army.

At the Battle of Dien Bien Phu in 1954. That was the last battle (and the last straw for France). NVA General Giap was the Communist commander who defeated the French at Dien Bien Phu; and was the same NVA commander who surrounded the US Marines at Khe Sanh in 1968. That's what concerned President Johnson, when he stated, (in his Texas drawl) "...I'll not have any darn Den Ben Foo's!"
The NVA were a determined foe. When you fought the NVA, you knew you had a fight on your hands.
