The PENAL CODE (or 'criminal' code in some states) is an embodiment of laws, regulations, and statutes passed by a body of legislators democratically elected by the public in open elections. It is open to interpretation and revision and it's effects can be challenged and 'tried' in a public tribunal.

Sharia is an embodiment of RELIGIOUS LAWS dictated by the Quran and interpreted by Muslim Clergy - not promulgated by elected representatives, and not open to question or challenge.

Sharia deals with many aspects of day-to-day life, including politics, economics, banking, business, contracts, family, sexuality, hygiene, and social issues. Many of these areas are not dealt with under penal codes and would be unacceptable to the society and political and social systems that most "Westerners" live under.
