A file transfer is simply any exchange of files between two sources. The terms upload and download are used to indicate the direction of the exchange.
When a user downloads a file, they are transferring a file from another source (such as a web server) to their local machine. If the file transfer was from the local machine to the web server, we would say that they were uploading a file.
It is also worth noting that in most cases, what a user is actually sending or receiving is a copy of a file. The original stays available on the source machine, unless the user has the appropriate level of access to make actual changes to its contents.
