They are only similar in that the self-perception of the person in question is not the same as mainstream society perceives them. In most cases and points TS and TV are totally different: as a TS, one believes in the binary gender system of society, just someone made a mistake when parts were handed out and they got the wrong parts. A TV has behaviors and self-perceptions about themselves that do not fit into the binary gender theory generally accepted as fact by society. There is more to them than just one gender can exhibit.
