A "Not Rated" label often refers to content inappropriate for minors. Many films are submitted in one form for theaters, where it earned a certain MPAA rating. The same film may be simultaneously made available on home video with additional footage. This version is often considered the "Unrated" version.

FOR EXAMPLE: Saw VII had to be re-edited several times to be brought down to an R rating (otherwise it would be rated NC-17, which is an entirely different rating than simply "unrated"). If the original director's cut was released, it would be considered unrated. However, Step Up 3 also had to be edited, cutting out a lot of the dances so that it wouldn't be too long for someone to sit through. If the original director's cut of that movie were released, it would also be considered unrated, since only the theatrical version shown in theaters is given a rating. Does this mean that the uncut version of Step Up 3 is perverted and something adults shouldn't even watch? No. Sorry, I just kinda thought that the first answer was giving false information and kind of opinionated. >_<
