Maybe a wolf-man is simply someone affected with hypertrichosis, which is an extremely rare congenital condition in which hair grows excessively on areas of the body where it is not normally found.

A werewolf, on the other hand, is a person affected by lycanthropy, a rare, mythical disease that turns them into a wolfish monster.
