Western Europe is one of the most technologically advanced areas in the world, right next to the US and Japan. Russia is not as technologically advanced. Most of this is due to the Industrial Revolution. This spread from Europe to the US and Canada, but did not reach Eastern Europe. So Eastern Europe sort of has a delayed reaction to industrialization.
