Before I answer the question let medifferentiate between Scotch and a Whiskey..Scotch is a whiskey from Scotland, and whiskey is written as whiskey in US. Let me explain it with the help of an example
Sparkling wine produced in Champagne region of France is strictly called Champagne.
Coming to the question Bourbon can never be a scotch because it is an American whiskey, therefore Black Label can never be called a Whiskey..because it is a Scotch, Produced in Scotland.
