Before the 73rd Amendment --
1) The whole Panchayat system was unorganized and unsystematic.
2) There used to be indirect elections to the district level and no immediate provision for re-electionafter the dissolution of the Panchayat body.
3) There was no system of reservation of seats for women or scheduled castes and scheduled tribes.
4) There was no provision for the transfer of subjects on the state list to that of a separate list under the legislation of the panchayat.
After the 73rd Amendment --
1) The rural panchayats got organised into a three tier system i.e., the Gram Panchayat at the basic level, the Taluka/Block Panchayat at the intermediate level and the Zilla Panchayat at the rural district level.
2) All the three tiers of the Panchayati Raj are elected directly by the people. The term of each body is five years. If the State Government dissolved the body before its term, new elections must be held within six months.
3) One third of the positions in all panchayats are reserved for women. Reservations for Scheduled Castes and Scheduled Tribes are also provided in proportion to their population.
4) Twenty-nine subjects which were earlier in the State List are identified and listed in the Eleventh Schedule of the Constitution. These subjects are to be transferred to the Panchayati Raj institutions as and when required.

The 73rd Amendment-Act, 1992 envisaged the Gram Sabha as the foundation of the Panchayat Raj System, to perform functions and powers entrusted to it by the State Legislatures.

The Panchayati Raj System was started in India in 1992 following the 73rd Amendment to the Constitution. This system aims to decentralize political power to the grassroots level by establishing elected village councils known as Panchayats.
