6.6 kV and 11 kV refer to the voltage rating of the fuse. 160A refers to the current rating. The 6.6 kV fuse is safe to use in a circuit with a voltage up to 6.6 kV and no greater. The 11 kV fuse is safe to use in a circuit with a voltage up to 11 kV.
In my opinion, fuses are rated by their current capability and not voltage, i.e. the fusing of the wire is determined by the current flowing though it. It doesn't matter whether the voltage is 1 kV or 100 kV as long as the current is less than that of the fuse. What you should know however, is whether you want a fast/slow blow fuse and ideally you want to have an extra protection in the circuit.
