Even though passport booklet costs extra money, it is always accepted anywhere when you travel as long as it is valid.
Passport Card is a new tech ID which is not issued to people anywhere except the US; so it is not universally accepted.

Passport number is on the first page where your picture is, book number is either at the back or engraved on each page. Generally both are the same. But for some countries these are different. If so, I would always use the Passport number instead of the book number.

The passport card is far more convenient(and cheaper) due to its credit card size. The main downside is that it can only be used for travel to Canada, Mexico, the Caribbean, and Bermuda(North America). This may change in the future, but as of now it does not meet the International Civil Aviation Organization document standards.

It is a type of passport basically. Like a normal passport, you can use it for travel. However, traveling by air is not permitted when you only have a passport card. This is preferred if you are travelling by land and sea.

A US Passport Card can be used for ground border crossings between the US and Canada and the US and Mexico, and for some water entries between the US, Canada, and some nearby sovereign islands. It cannot be used for any air travel where a passport is required. A passport book can be used in any situation where a passport is required.

However, the card was created to facilitate the frequent travel of Americans living in border communities. It can only be used for land and sea travel between the U.S. and Mexico, Canada, the Caribbean, and Bermuda while the passport book is designed to be used to all types of travel including Air travel.
