Do you mean 2% milk? There is a difference between 2% and whole milk. 2% contains 2% fat, and whole milk contains about 3.5 to 4% milk.
Skim milk is made when all the cream (also called milkfat) is removed from whole milk. Whole milk has between 3 and 4% fat. 2% has the milkfat reduced to about half.

You are talking about 2 different things. Whole milk is milk that has not been "skimmed" or had its milk fat removed. Whole milk contains about 4% milk fat, while reduced-fat milk varieties may contain 1 or 2% milk fat. Skim milk has no milk fat left, and is also called "fat free" milk. I have heard of no such information. Whole milk is usually 4% butterfat. 2% milk is - by law - a maximum of 2% butterfat. Based on fat content, they are not, and cannot be "the same".

The percentage is a reference to the fat content of the milk. Whole milk contains usually between 3.25% and 4.0% fat, where as 2% obviously contains 2% fat. Also, in the US 2% milk generally will have more Vitamin A than whole milk. This is because during the fat reduction process, a lot of vitamin A is lost, so it is artificially added back into the milk.
