Because the Earth is a sphere and there cannot be an 'westernmost' city on the earth, and there cannot be an 'easternmost'. You can go west (or east) from any place on the globe and there will still be someplace to the west (or east) of you However, there can be a 'northernmost' or 'southernmost' because those directions are toward the two poles. If you are at the north pole, every place on earth is straight south.
